Families for Safe Streets PDX is working to enact Stop Super Speeders legislation in Oregon during the 2027 legislative session. Stop Super Speeders is a targeted approach to dangerous driving that uses Intelligent Speed Assistance (ISA) technology to prevent repeat and extremely dangerous speeders from continuing to drive at deadly speeds. This matters for many important reasons. Stop Super Speeders legislation will improve road safety by reducing death and injury from reckless driving incidents. It will close policy gaps by addressing the lack of enforcement for repeat offenders. And it will convey urgency to act. Traffic-related deaths and serious injuries have been on the rise in Oregon.
What Is a Super Speeder?
Super speeders are drivers with multiple criminal convictions for reckless driving and/or excessive speeding. A recent study found that 35% of deadly crashes were caused by drivers with six or more speeding tickets in the last year.
What is Intelligent Speed Assistance?
Intelligent Speed Assistance (ISA) is a device that ensures a motor vehicle does not exceed the posted speed limit. It is designed to help drivers maintain a safe speed and by doing so, it protects people inside and outside of the vehicle by making it nearly impossible for major speeding offenders to exceed the speed limit.
Stop Super Speeders Legislation
Stop Super Speeders legislation would require people with multiple speeding-related convictions to have ISA technology installed in their vehicle.
Currently, super speeders can face license suspension or even jail. The sudden loss of transportation can cause significant hardship for drivers and their dependents. It is not surprising that 75% of drivers with suspended licenses continue to drive.
Many states have passed Stop Super Speeders laws, and several other states have bills in process. Join us in urging Oregon lawmakers to support this life-saving legislation.
Why Oregon Needs Stop Super Speeders
Speed affects both the likelihood of a crash and its severity. At higher speeds, drivers have less time to react, and the consequences of a crash can become much more severe. Families for Safe Streets PDX believes Oregon should be able to intervene effectively when someone demonstrates a pattern of extreme or repeated dangerous speeding. We should not have to wait until that behavior results in another death or life-changing injury. The technology to prevent dangerous repeat speeding exists. We believe Oregon should use it.

Families for Safe Streets National is leading a broad Stop Super Speeders campaign. As of 2026, nine jurisdictions have enacted Stop Super Speeders laws using Intelligent Speed Assistance to address dangerous repeat speeding.
